Hillsborough County was established on January 25, 1834, from portions of Alachua and Monroe counties. It was named for Wills Hill, the Earl of Hillsborough, a British colonial secretary during the 1760s and 1770s who never set foot in Florida.

At its creation the county held fewer than a thousand residents, and its original boundaries were far larger than today, encompassing land that later became Pinellas, Polk, Manatee, Hardee, Highlands, and other counties as new counties were carved from its original territory.

Tampa, the county seat, grew up around Fort Brooke, a military post established in the 1820s, and expanded significantly in the late 1800s with the arrival of railroads and a booming cigar manufacturing industry centered in Ybor City.
