A Brief History of Highlands County
Highlands County was created on April 23, 1921, when the Florida Legislature divided the sprawling DeSoto County into five new counties alongside Hardee, Charlotte, and Glades. Its name reflects the county's comparatively elevated, rolling terrain, a distinctive feature in a state otherwise known for its flat, low-lying landscape.
Before the county's founding, the region served primarily as open cattle range following centuries of habitation by Native American communities. Sebring, which would become the county seat, was founded around 1911 as a planned town built around a series of lakes.
An English colony settled Avon Park around 1890 and helped launch citrus cultivation in the area, an industry that grew substantially over the following decades and transformed Highlands into one of Florida's leading citrus-producing counties for much of the twentieth century.
Highlands County's Economy Today
Citrus growing remains an important part of Highlands County's economy, and the county has continued to rank among Florida's top citrus producers in recent seasons, even as statewide citrus acreage has declined sharply due to disease pressures.
Cattle ranching and vegetable production round out the county's agricultural sector, which continues to anchor much of the rural economy alongside packing houses and food processing operations tied closely to the citrus and produce industries.
In recent decades the county has diversified into tourism, retail, and healthcare services, drawing visitors to its many lakes and to motorsports events at Sebring International Raceway, while healthcare providers have expanded to serve a growing, increasingly retiree-heavy population.
