Highlands County was created on April 23, 1921, when the Florida Legislature divided the sprawling DeSoto County into five new counties alongside Hardee, Charlotte, and Glades. Its name reflects the county's comparatively elevated, rolling terrain, a distinctive feature in a state otherwise known for its flat, low-lying landscape.

Before the county's founding, the region served primarily as open cattle range following centuries of habitation by Native American communities. Sebring, which would become the county seat, was founded around 1911 as a planned town built around a series of lakes.
