A Brief History of Butts County
Butts County was formed on December 24, 1825, from portions of Henry and Monroe counties. It was named for Captain Samuel Butts, a Georgia militia officer killed fighting in the Creek War of 1813-1814. The county seat, Jackson, took its name from President Andrew Jackson.
Water power shaped the county's early development, as mills along its rivers and creeks made Butts County something of a small industrial center. Progress was set back during the Civil War when Union forces destroyed much of the county's infrastructure, and recovery was slow until a rail line reached Jackson in 1882.
The completion of the Lloyd Shoals Dam in 1910 created Jackson Lake and added hydroelectric power generation to the county's economy, while also establishing a recreational lake that would later become a draw for tourism.

Government employment plays an outsized role in Butts County's economy today, centered on the Georgia Diagnostic and Classification State Prison in Jackson, a maximum-security facility that houses the state's death row and serves as one of the county's largest employers.
