A Brief History of Barrow County
Georgia voters approved Barrow County's creation in a November 3, 1914 constitutional referendum, carving it from parts of Gwinnett, Jackson, and Walton counties.
It was named for David Crenshaw Barrow Jr., a University of Georgia mathematics professor who later served as the university's chancellor. The county seat, Winder, had earlier been a crossroads community known first as 'The Jug' before being renamed in 1893 to honor railroad builder John H. Winder.
Cotton farming dominated Barrow County's economy through the nineteenth century, but by the early twentieth century manufacturing concerns such as cotton mills and foundries had begun establishing themselves in and around Winder.

Manufacturing remains a significant part of Barrow County's economy today, carrying forward the industrial base that took shape in Winder more than a century ago, alongside continued poultry production.
